Streszczenie
Na lata 2007-2013 Polsce przyznano ponad 85,6 mld EUR unijnej pomocy. Jest to blisko 1/5 ogólnej sumy przeznaczonej na politykę spójności Unii Europejskiej w bieżącej perspektywie finansowej. Pieniądze te będą do wykorzystania przez polskie firmy, samorządy, organizacje pozarządowe i inne instytucje. Partnerstwo publiczno-prywatne (PPP) to współpraca podmiotu publicznego i partnera lub partnerów prywatnych w celu wspólnej realizacji przedsięwzięcia z zakresu dostarczania usług publicznych w oparciu o długoterminową umowę. Istota współpracy polega na takim podziale zadań i ryzyka, który zapewni realizacje celów każdej ze stron zarówno w wymiarze celów społecznych, jak i komercyjnych danego przedsięwzięcia. Prawidłowe funkcjonowanie partnerstwa publiczno-prywatnego może stworzyć wiele możliwości rozwoju lokalnej infrastruktury, a tym samym zapewnić pełniejsze zaspokojenie potrzeb społeczności lokalnej. W artykule przedstawiono wpływ PPP na rozwój infrastruktury komunalnej i usług publicznych oraz opisano korzyści i występujące bariery projektów finansowanych w tej formule.

EUROPEAN FUNDS AS AN OPPORTUNITY TO DEVELOP PUBLIC-PRIVATE PARTNERSHIP FORMULA IN POLAND
Summary
Poland has been granted over 85.6 billion of Euros as European aid for the years 2007–2013. It comprises almost 1/5 of the total amount earmarked for the Cohesion Policy of the European Union for the years 2007–2013. The funds shall be utilized by Polish enterprises, local governments, non-governmental institutions and other entities. The opportunity to utilize European funds by final beneficiaries has been embedded within the framework of binding legal provisions both on the national level as well as on the level of European structures. Having regard to the principles of the utilization of European funds, which are collected by common contributions to the European budget made by all member states, we need to bear in mind the purposefulness and correctness of their utilization. The paper presents the concept of common realization of public services as public-private partnership (PPP) by both local governments and private entities. Correct functioning of the public-private partnership provides ample opportunities for the development of local infrastructure and thus induce more comprehensive fulfillment of the needs of local community. The article shows the influence of PPP on the development of communal infrastructure and the provision of public services and it describes benefits and occurring barriers of projects financed within that formula.
