Streszczenie
Zadaniem państwa jest zapewnienie dostawy określonych dóbr i usług, które – ze względu na swą naturę – nie mogą być dostarczane przez rynek. Aby zapewnić sprawność realizacji zadań oraz właściwą alokację środków i zasobów publicznych, państwa tworzą struktury samorządowe, mające wspierać sferę regulowania i zarządzania częścią spraw publicznych. W ich gospodarce coraz większą rolę muszą odgrywać intensywne, nowoczesne metody zarządzania finansami lokalnymi i regionalnymi. Istotne jest, aby osoby stojące na czele jednostek powiatowych były kreatorami przyszłych efektów. Tylko pod tym warunkiem dalsze istnienie powiatów będzie miało sens. Bierność powiatów ziemskich podważa zasadność dalszego ich istnienia oraz skłania do zastanowienia się nad przyszłością tego szczebla samorządu terytorialnego w Polsce.
SITUATION OF POLISH DISTRICTS ACCORDING TO THEORY AND SURVEY
Summary
The task of the state is to ensure the supply of specific goods and services, which – because of their nature – cannot be supplied by the market. To ensure efficient execution and proper allocation of funds and public resources, the states form the structure of local government to support the sphere of regulation and management of public affairs. In their economies, strong and modern methods of financial management of local and regional authorities must play an increasingly greater role. The heads of district units should be the creators of future results. Only under this condition the continued existence of districts will be meaningful. Passivity of districts further undermines the legitimacy of their existence and raises questions about the future of this level of local government in Poland.
