Streszczenie
W artykule przedstawiono problem rozliczalności w procesach zarządzania wydatkami publicznymi. Wskazano na zjawisko deficytu rozliczalności jako jednej ze składowych niedostatku demokracji. Omówiono pochodzenie i ogólny zakres pojęcia rozliczalności w sektorze prywatnym i publicznym. Wskazano na istotność tego pojęcia na tle rozwoju metod zarządzania publicznego oraz poprawę jakości i zakresu rozliczalności. Zaprezentowano przykład syntetycznych i szczegółowych mierników, służących ocenie działań władz publicznych dot. Polski, uzupełniony o propozycje działań służących poprawie stanu rozliczalności.
THE PROBLEM OF ACCOUNTABILITY IN GOVERNMENT EXPENDITURE MANAGEMENT
Summary
This paper presents the problem of accountability in government expenditure management processes. It points to the phenomenon of accountability deficit as one of the components of democracy deficit. It discusses the origin and the general scope of the concept of accountability in the private and public sectors. It also indicates the importance of this concept in relation to the development of public management and improvement of the quality and scope of accountability. Finally the paper presents examples of synthetic and specific measures for evaluating the activities of Polish public authorities, supplemented by proposals of actions for improvement of the state of accountability.
