Streszczenie:
Wymogi procesu zarządzania powinny być uwzględniane w działalności jednostek samorządu terytorialnego. W ramach tego procesu istotne jest zarządzanie środkami finansowymi, które oddziałuje na kondycję ekonomiczną samorządu. W funkcjonowaniu miast na prawach powiatu najważniejszym aspektem jest ich sytuacja finansowa. Obejmuje ona wielkość oraz strukturę dochodów i wydatków budżetu oraz relacje między nimi kształtujące deficyt budżetowy bądź nadwyżkę budżetową.
Celem artykułu jest omówienie elementów procesu zarządzania finansami w kontekście analizy i oceny ujmowanych w budżecie: dochodów i wydatków oraz deficytu lub nadwyżki łącznie dla wszystkich miast na prawach powiatu w Polsce w latach 2008–2012. Rozważania są prowadzone z uwzględnieniem wpływu tych wielkości na zarządzanie finansami w opisywanych jednostkach samorządu terytorialnego.

FINANCE MANAGEMENT IN CITIES WITH DISTRICT RIGHTS

Abstract:
Requirements of the management process ought to be included in the activity of self-government units. An important aspect of this process is the management of finances, which affects the economic standing of self-governments. Financial standing is crucial to the functioning of cities with district rights. This includes the volume and structure of budget income and spending, as well as relations between them which determine budgetary deficit or surplus.
The objective of this article is to discuss the elements of finance management process in the context of the analysis and assessment of the following budget items: income and expenses and deficit or surplus, collectively for all cities with district rights in Poland in the years 2008–2012. These considerations shall take into account the effect of these figures on finance management in self-government units concerned.
