Streszczenie:
Cel – Analiza i wskazanie na problem analizy ryzyka, jako jednej z barier wykorzystania PPP jako instrumentu realizacji przedsięwzięć i zadań publicznych.
Metodologia badania – W opracowaniu posłużono się metodą analizy literatury, obowiązujących aktów prawnych oraz przypadków małych projektów PPP występujących w praktyce działalności JST.
Wynik – Identyfikacja problemów związanych z szacowaniem ryzyka w małych projektach PPP oraz ocena adekwatności metod szacowania ryzyka w małych projektach PPP.
Oryginalność/wartość – Identyfikacja barier związanych z implementacją małych projektów PPP w praktyce działalności JST.

THE PROBLEM OF ESTIMATING AND RISK VALUATION IN SMALL PROJECTS, PUBLIC-PRIVATE PARTNERSHIPS
Abstract:
Purpose – Analysis of the problem and an indication of the risk analysis, as one of the barriers to the use of PPP as an instrument for the implementation of projects and public tasks.
Design/methodology/approach – The study uses the method of analysis of the literature, existing legislation and cases of small PPP projects occurring in the practice of local government activities.
Findings – The result is the identification of problems considerations associated with risk evaluation in small PPP projects and to assess the adequacy of the risk assessment methods in small PPP projects.
Originality/value – Identification of barriers related to the implementation of small PPP projects in local government practice.
