Summary
The management control system requires the implementation of suitable procedures in entities of the public finance sector. The person obliged to specify these procedures at public universities is the chancellor. Their basis are guidelines enclosed in management control standards issued by the Minister of Finance. The paper presents general elements of management control procedures, taking into consideration the specificity of functioning of public universities.
